Qatar’s Airlines: Connecting the World through the Gulf

On 14 April 2025 in Doha, on the sidelines of the International Civil Aviation Organization (ICAO FALC) conference, Dominica and the State of Qatar signed an air services agreement. This document paves the way for an unlimited number of flights between the two countries, both passenger and cargo. The agreement marks a significant milestone in Dominica’s international cooperation efforts and opens the door to new routes that will support economic growth, tourism, and the investment sector.

This development is of particular importance to investors participating in the government’s Citizenship by Investment (CBI) programme through approved real estate projects. The expansion of direct and connecting air routes makes the island more accessible to business partners, tenants, and tourists from the Middle East, Asia, and other emerging markets.

Why Qatar Matters

Qatar is not only a wealthy Gulf state with strong investment potential — it is also one of the most influential players on the global economic stage, actively investing in international infrastructure, technology, real estate, and energy. Its sovereign wealth fund, the Qatar Investment Authority, manages assets worth over $500 billion.

The country’s national airline, Qatar Airways, is among the most reputable in the world, recognised with numerous awards for service quality and the breadth of its route network. This partnership offers Dominica potential access to over 170 global destinations — boosting not only tourism and business travel but also trade and logistics routes.

Hamad International Airport in Doha, a major global transport hub, is consistently ranked among the world’s top three airports. Partnering with such a player adds credibility to Dominica and connects it to strategic flows of passengers and capital.

International Accessibility as a Driver for Investment Growth

For today’s investors, a critical consideration is how well a jurisdiction is integrated into the global logistics and transport system. The air link with Qatar strengthens Dominica’s connectivity with key markets in Asia, the Middle East, and Africa — reinforcing its position as an attractive platform for investment-based citizenship and business presence in the Caribbean.

A Quality-Focused Tourism Strategy

The agreement supports Dominica’s strategy to attract high-spending tourists from non-traditional markets, including Gulf countries, Asia, and Africa. Improved logistics will help increase tourist numbers, especially in eco-tourism and luxury travel — priority sectors in the island’s tourism policy.

Increased Profitability of Real Estate

The agreement with Qatar creates new opportunities to increase the profitability of real estate available under the CBI programme:

  • Enhanced air connectivity increases potential tourist flows from Asia, the Middle East, and Africa — regions where interest in Dominican citizenship continues to grow.

  • This makes resort and hospitality properties more attractive for short-term and seasonal rentals, boosting their commercial potential.

  • Stronger air links with global hubs attract international operators and brands, potentially opening the door to new management partnerships and synergies.

Thus, CBI-linked real estate becomes not only a route to citizenship but also a growing commercial asset.

Boosting Trade and Logistics

The cargo component of the agreement enables more efficient exports of Dominican goods — from niche agricultural products (such as cocoa, coffee, and essential oils) to handcrafted items. Qatar, as a regional logistics hub, can serve as a key distribution point for goods heading to the wider Middle East and Asia.

Support for the Aviation Sector

The partnership with Qatar may also include technical cooperation in civil aviation. Dominica could gain access to training programmes, aviation infrastructure support, and knowledge exchange with one of the world’s most advanced aviation hubs. This will strengthen the country’s institutional capacity and improve its attractiveness to international air traffic.

Expanding Diplomatic and Economic Horizons

The agreement reflects Dominica’s drive to diversify its external economic relations. Closer engagement with Qatar — a country of considerable global influence and economic clout — could lead to broader cooperation across fields such as education, healthcare, sustainable energy, and climate resilience.

Enhancing Reputation Through Strategic Partnership

Cooperation with Qatar enhances Dominica’s global image as a progressive, open, and strategically minded jurisdiction. Agreements like this not only expand the country’s international connections but also demonstrate Dominica’s commitment to developing on par with leading global nations.

For participants in Dominica’s CBI programme, each initiative that strengthens international ties and infrastructure is a strong signal of investment stability and future potential.

The agreement with Qatar not only widens geographical access — it builds investor confidence and reinforces Dominica’s ambition to be not just a citizenship destination, but a resilient platform for global economic partnership.
