With Jamaica signing the Protocol on Enhanced Cooperation on 3 April 2025, the Caribbean Community (CARICOM) takes another step towards a more pragmatic framework for collaboration. The new mechanism, adopted in 2022, allows a group of member states to implement initiatives in key sectors — from trade and transport to investment and digital technologies — without requiring full consensus across the entire bloc.

The principle of a “coalition of the willing” accelerates processes that might otherwise be stalled for years. This is particularly relevant in the face of external pressures that hinder the free movement of capital, people, and ideas within the region. The protocol allows states to act with those ready to move forward, while maintaining an open structure for others to join at a later stage.
